"The United States strongly condemns any and all use of chemical weapons. Those responsible for the use of chemical weapons must be held accountable. Today, we are formally requesting that the United Nations urgently investigate this new allegation."[12] President Barack Obama referred to the incident as a "big event of grave concern."[68] Secretary of State John Kerry ratcheted up the rhetoric on 26 August, saying it was "undeniable" that an "inexcusable" chemical attack occurred and strongly suggesting that the Obama administration believes the Syrian government was behind it. Kerry warned "that this international norm cannot be violated without consequences".[69]
