From his blurb, customs inspection is the cause. I blame Applejack. You can expect to see #<span class=\"tag\"><a href=\"http:\/\/rainbowdash.net\/tag\/3\" rel=\"tag\">3<\/a><\/span> in the first week of February, and #<span class=\"tag\"><a href=\"http:\/\/rainbowdash.net\/tag\/4\" rel=\"tag\">4<\/a><\/span> the first week of March.  Though if iTunes derps again we may see it early. Who knows!
