I reckon that is mostly an American invention. Down here when you wanna build something it has to &quot;fit in&quot; with the rest of the buildings according to city hall ( which can sometimes make awfull desisions IMHO ) ... However if you want to &quot;allign picket fences&quot; and all that stuff, well, noone ever does that. I live in one of the most cooperative neighbourhood where we do community BBQ's and halloween and arrange more stuff like that. But those are basically 5 guys coming together organizing stuff and asking whether someone wants to join pitching in on event X. At most picket fences are bought with neighbours and you see &quot;conjoined&quot; gardens, but nothing as strict as a Homeowner's Association as I see in American movies. ... Everyone is pretty much free to do as they please."}
