Not only does Russell T Davies think that there was a better ending out there where Miss Hartigan redeemed herself by destroying the CyberKing without the messy introduction of a Dalek ex Machina, but the Cyber Shades remain undeveloped for something that could have been a cool monster, and the perfect opportunity to turn Jackson into the hero he could be - the rescue of young Frederick - is taken by the Doctor swashbuckling his way up a rope because he's perfect and can do no wrong.  If Jackson had done that, and suggested the hot air balloon to the Doctor instead of moping around, this episode would be an A- at worst."}
