Go to riften, docks, talk with an argonian, from-deepest-fathoms, she will give you a quest and a dwemer lexicon. Do the quest, and you'll be rewarded a perk of permanent +15% faster improving smithing and +20% bonus from dwemer gear. Then use the lover stone to get a total +30% faster smithing, go to the shrine of Zenithar, east of the monument from the ghost lovers (temple of mara) quest, unmarked, you'll find the shrine since it's a ruined stone construction in the middle of the plains.
