I'd argue with Max Weber that there are two kinds of ethics for a ruler: nobleness and responsibility. My position is that a good ruler is a ruler who brings his people the best of possible futures. For this goal, he might have to kick the dog and betray his honour. There is a reason why I liked Samurai Warriors Nobunaga that much :)</html>
