Unless we're able to come up with a consensus on when enough is enough (and let's be honest, if we could, the half of this issue everyone else is bickering about wouldn't even be a problem) we'll have the same issue of the decision being inconsistently enforced and possible bias in the process. There's no objectively fair way other than applying it to everyone.
