Though that show (and by extension Studio Gainax in general) are no strangers to putting heavy amounts of their budget into certain scenes at the detriment of many other scenes. Hell, the second half of the television show became really fanservicey to keep the attention of viewers during non-action scenes and to compensate for the downward spiral of production value of the animation.
