Yes, it's nice to say "hey you look nice!" but what if it makes someone feel uncomfortable? I'd personally err on the side of safety, but I feel like "You look very nice in this picture" is a lot less creepy than "I WANT TO HAVE YOUR BABIES," which I've seen before. Or "wow that shirt sure is being stretched!," which was said, in relation to someone's boobs fitting into a T-shirt. >:(
