A city elsewhere in the US is called a town in Virginia and many towns in Virginia are more populous than cities which are often pretty small. Cities are functionally the same as, and therefore politically independent from, counties, which gets even more confusing. The City of Fairfax is an enclave of Fairfax County, and they’re both functionally counties. It dates back to Reconstruction or something like that.
