@abigpony That's what we did when me and my various neighbours filed our noise complaints. Complained that the owner was allowing their dog to cause unreasonable amounts of noise. Allegedly the end result of such a complaint, if unaddressed by the target, is the confiscation of the animal and a huge-**** fine.
