@nerthos maybe unicorn magic generally is bad at offensive attacks unless you tread into dark territory like NMM or Sombra. Even Discord's magic seems mostly non-offensive.

Or maybe the respective elements were embodied to a greater extent in either sister and only after Luna had abandoned harmony altogether did the elements of necessity need to be controlled by only Celestia. We've seen that Spike is unable to power up the element of loyalty after all, so there must be some sort of requirement.
