I don't think anyone expected Bayonetta but I'm already predicting she's gonna be top or at least high tier, she looks really good on all fronts. I haven't tried Cloud yet but my brother got him and I've been talking to him about his playstyle. Apparently he's got some really good tilts and his down B with full Limit is an insanely powerful kill move, but some of his moves have punishable cooldown lag and he has a lackluster recovery. Oh, and I agree with you on Snake.
