Just like Windows, it is the place you put programs on and use them. The biggest differences between Windows and GNU\/Linux is that they both look different (GNU\/Linux is quite customizable when it comes to that), you usually get all of your programs from an &quot;App Store&quot; on Linux, instead of randomly downloading it from the web and it is generally free. Besides that it uses a POLA principle, which means that you don't get much more power than you need, making it safe in general.
