But I've honestly never had trouble with designing for progressive enhancement (i.e., make sure the HTML is structured sensibly,  <u>then<\/u> style it nicely with CSS, <u>then<\/u> add bells and whistles with JS), so I suspect it's more that most people don't think to do so."}
