The only way to shield against EMP is with a cage of Faraday. I really doubt that all electricity substations are effectively shielded with a Faraday cage. All electricity stations ? Well probably, but that still would be an enourmous amount of cash. Also for a 20 PJ EMP bomb you would need an awefull lot of materials"}
