Only other ones I can think of are all very unlikely, but maybe worth a shot (Daniel Contreras at Camp McCarran _very rarely_ sells one; he's in the supply shack way out on the far edge of the airstrip itself) or behind a Very Hard lock (there's one in a locked case on the Atomic Wrangler's upper floor). Also, the vendor ones require that you're level 11 or so before there's even the possibility they'll have one.
