It's basically `base_time × upgrade_bonus × brain_penalty`. Base_time is the time it takes to learn the skill, in seconds. Upgrade_bonus is any bonus you get to learning time from upgrade cards, and, brain_penalty is a 5% multiplicitive penalty for each skill over your brain capacity.
