The way I figure it, the war was actually fought INSIDE the Vortex, where time isn't even a thing.  So the time-lock would be everything that happened in the Vortex that couldn't happen again or be travelled back to.  I just reason that Gallifrey and all the Time Lords and all the Daleks were inside the Vortex when everything got killed, but Skaro wasn't.</html>
