There are no minimum requirements, I used it to get ICS and Jellybean on my old Samsung Galaxy Gio, which otherwise only runs Android 2.3.6. I don't think it's completely free software, but many developers put their CyanogenMod sources on a github page, though that is probably not good enough for you :x</html>
