Making it site wide doesn't really seem as useful as post-by-post since wrapped pasted text could look messier than if it were just left to display as usual without breaks. But i dunno honestly. Hmm.. you know, it would be cool if, instead, there were a tag that allowed us to force breaks to show in a post rather than rely on users to click the button.
