If anypony could, and everypony did it, then it wouldn't be special. I don't think unicorns are MEANT to have wings. Twilight only did it because she's twilight and doesn't get in trouble. It's like Harry Potter. He can do anything and Dumbledore doesn't care, but if anyone else did, they'd get in big trouble.
