The whole USA invading is so minor a consequence that it's irrelevant. The issue is that inevitably, a lot of those who would be sheltered would be scum. The chemicals would wipe out all armies and most of the population so really an invasion wouldn't be a problem. If anything, it'd be a way of finding free weapons and military hardware lying in the streets, free for taking.
