Industrial ceiling fans, the kind that go in a hole in the wall/roof and are covered with grills, culd potentially cause lethal damage, but even those (which are FAR stronger than domestic ones) can't chop off a head, unless fitted with actual blades, but that's stupid and unrealistic.
