Pretty much it is a way of exaggeration to make something seem way bigger than it actually is ( optional : where it is obviously not ). And to put it into practice all you have to do is imagine a certain person saying "This is the greatest statement ever". That certain person of course is Donald Trump. Though I dare to bet the imagination part of your brain already made him sound like that to begin with.
