For example if you make a law that says "every worker gets paid leave at 50% when sick" almost no one is going to complain, as the vast majority of the population will benefit from it by not going bankrupt in the case they catch something. If you pass a law that says "this group that constitutes a 0.7% of the population gets a minimal living wage" a big part of the population will be up in arms against you because you just created an elite group with special privileges, regardless of your reasoning for it. (the exception being when it's aimed at victims of a natural disaster or the like, where a basic sense of solidarity will overpower justified jealously)
