I think it would be highly beneficial in some cases. If it's important key production system or something. If key administrators try to login under "influence" whatever that is, drugs, booze, someone pointing gun at them, it would simply fail. Because you're not "you" when logging in. Requirement to write a bit longer phrase to check timings would pretty much ruin your day if your baseline is off.
