@greydragon412 If you're not averse to learning the GIMP, that can export to animated gifs fairly easily: 1 layer -> 1 frame, with timing for each frame specified in the layer name: so for example "randomlayername (200ms)" would be shown for 200ms in the finished gif. It's what I use for all my gifs. :)

@greydragon412 And that doesn't lose any quality, unless you're using more colours than gifs can even have, in which case _nothing_ is going to stop them losing quality.
