@thelastgherkin It is. As you go through the game, you'll hear about how he was, but there is a side mission that helps explain it with more detail.

@thelastgherkin Well its stated from the very start of the game that Warden sharp becomes mayor because he gets the credit of saving arkham asylum.

@thelastgherkin There is an explanation for everything that seems like a plot hole, but a lot of it's buried in character bios and story snippets that you have to unlock by finding secrets, and some things you have to piece together yourself by considering things you can learn from similar secrets in the first game. The story of Arkham City makes a TON more sense once you collect all of the "Spirit of Arkham" recordings in Arkham Asylum (including the final one that the game doesn't tell you exists).
