Because the two sizes SN uses are 48x48 (timelines) and 96x96 (single notices/profile), and 12x12 is small while still scaling neatly to those sizes (though I recommend manually scaling it up to 96x96, with no interpolation of course, before uploading, since SN's own scaling algorithm is odd at the best of times).
