    @stumperman07: Believe me, I've combed the heck out of Empire City. It's just these last 2. None at Alden's Tower. One at the very top of that place near the final battle thingy. One at the top of the other huge building. Some way out in the middle of the water at piers and posts. Many inbetween buildings and at the parks, and a lot were easy to scout by following the train tracks... Chances are, the last two are at the smaller buildings. I'll just have to comb it all again.
