@nerthos IT CURRENTLY IS! It is flawed because it states EVERY Kid must never be given a second chance but a NEVER ENDING first chance... They will never be completely kicked out of school, eventually the only school left is one near the area and if that kid gets kicked out, they will have to move and which will be ILLEGAL. So the last school gets stuck with the kid for ETERNITY... I propose we kick the kid out and only when the kid has canged do we let the child back in and if the kid EVER betrays again, we kick them out AGAIN until the thought and THREAT of homlessness eats at them and forces them to be kind and caring realizing that this society doesn't believe in neverending 1st chances and EVIL...
