Evangelion is an anime about a postapocalyptic future where the remains of humanity have pooled their resources into building big bio-robots to protect themselves from weird aliens. Ellie was talking about how money buys positions in any sort of important thing, and that you can buy your way into any evacuation program. Ideals aren't infallible, but theories can be proven through the study of history. Meritocracy means literally power based on merit. The more skilled and learned a person is, the higher that person goes in the hierarchy.
