@oracle They "may" be a federal crime under the Computer Fraud and Misuse act. All it would take is an agreement that a particular attack was in fact, illegal and the culprit could be trivially extradited.

@oracle If you wanted to avoid guilt by association, perhaps in future, don't post things like I "I am going to DDoS the site" and "I hired that botnet weeks ago". Whilst I accredit you with enough intelligence not to post a public admission that you plan to commit a crime, then that you have made the preparations to commit the crime, /and then/ actively commit said crime, you've got to admit, even the most amateur detective would have suspicions.
