@abigpony Some can, sure. The issue with this specific handset is that they said they'd get ICS, then cancelled the update, but only after making it very difficult for users not already on a hacked phone to do the upgrade themselves. They did the same with the European version of the original Droid handest too, which is why it flopped in Europe.
