@widget The ability of the target to fight back is also a big issue, though. Getting a bit of money from some soccer mom giving her credit card to a popup on her computer? Pursuing you isn't worth it to her. Getting into a bank system and stealing millions? You better hope you covered your tracks, because you know they're going to target you back. I'm not saying it's impossible to get away with it, but it just seems safer to target many small fries, at least in my opinion, than going after the big guns would be.
