Before the '80s for example, during the communist witchhunt, USA used political leverage and supplied weapons and money to put in power lots of dictators in eastern europe, asia and south america. They only mostly stopped when one of their "puppet" dictatorships attacked one of USA's main allies (Argentina vs the UK) The only difference then is that nazi Germany did it themselves while USA did it through pawns.
