@question well, database or not doesn't matter: that isn't downloaded by the visitor and has no impact on bandwidth. So you consider only script and CSS (and maybe HTML if you have many large pages). I tend to liberally dump comments in such files (especially for #Piwigo) since it's all minified by the system anyway (all comments and most spaces are stripped). I woudln't worry about it until you're (nearly) ready for production though! Example: my the's main stylesheet has grown to a horrible 67.690 bytes but the minified version is just 19.719 bytes :) BTW Piwigo uses jshrink.class.php and cssmin.class.php, and also has tools to combine several files into one (speeds page download also).
