      @rozeluck Except that would only happen if the Pokemon being targetted had a catch rate of 0, and no non-hacked Pokemon are lower than 1.

      @rozeluck That's actually been brought up and they've confirmed that outside of Gen 1 it has a 100% capture rate.

      @rozeluck Plus as @abigpony said, in Gen 2 and up it's scripted to succeed, and the actual rate data is only present for a Master Ball for legacy reasons.
