"As a perceived leader in the project, it can be difficult for outsiders to separate [someone's] opinions from [those] of the project." No opinion on the rest, but this line here is utter bullcherry.

Most people have jobs or are part of other groups. We know that when people speak, they speak for themselves unless otherwise stated.

When people speak for an organization or group or project, they should expressly "put on their [position in the group] hat" by doing such things are using a specific account that is not used for personal speech, or prefacing their statements with some sort of "speaking on behalf of ..." language.

(This sort of collapsing of context is one of the big arguments against using a #CoC in a project. Every one of us has said or done something in some context that could be used in a different context to imply that we are actively hostile to some group's stated goals.)
