@webmind OStatus has had the !syntax for groups, which is, more or less, exactly what you're after. It functions as a thing that lives on an instance, and if you're part of it, you can post to it, and receive all the posts it gets, e.g. !cycling or !musicians (sorry for using you folks as examples ;) )
GNU Social and afaik all other OStatus implementations have them already, but mastodon hasn't thus far.
