Apparently, #Facebook Messenger considers its notifications to always be "priority interruptions" no matter what you do in the global Android settings. Even if you have the notifications set to "priority interruptions only," messages from it will still make noise.
The only ways to disable notification sounds from it are to either fully silence your phone–meaning no more alarms if you need them to wake up–or disable Facebook Messenger sounds entirely.
Someone woke me up with a message during my phone's configured "downtime" hours ago and I haven't been able to re-enter REM sleep ever since. No more Facebook Messenger sounds ever again now.
