But in genral its argued that the cultue of spying creates a chilling effect (http://ur1.ca/ghtgp )were people think before they express themselves and, society itself becomes repressed for fear of being different or singled out. Think of heard mentality or how kinds don't come out as gay till after they have left school ect, and then spread that across the whole of a society. -
