Anyway, for Winter Wrap Up, it was probably natural for them to clear up winter for them since spring is unable to melt all snow completely in time for its season. As for Nightmare Night, the tradition probably began after Luna was banished to the moon and the ponies believed that giving candy to the statue would allow Nightmare Moon to feed on them, thus appeasing her hunger, as Zecora had said in the NN episode. After that, I guess they just gave whatever candy that remained to the kids and that's how the rest of the tradition began.
