Those type of training do make some differences, but you won't be able to see the differences until your pokemon is of a higher level (20+ is my estimate). The most time-consuming part is getting the IVs correctly because they can't be altered so easily. Even if you made mistakes with the EVs, some specific berries can reset them. Hm.. Perhaps an EV training example would help? If I wanna EV train a scizor to maximize its HP and attack stat in HG/SS in the least amount of time, I would start off by giving it 10 HP up and 10 Proteins. After which, I would give Scizor the pokevirus and equip it with the power weight before having it be in 13 battles against Nidorina/Noctowl/Quagsire/Chansey at route 15 (at night) to max out its EV for HP. Then to max out the attack EV, I would equip it with the power bracer and have it be in 16 battles against 16 Goldeens at route 42. The macho brace also works, but it takes longer.
