In some of the provinces cops would turn a profit stopping cars with broken lamps, as the law says that if you fix it when first notified of it, they can't fine you or anything as it's assumed you just then realized the issue. So they'd have a box of lamps in the trunk, stop people, and offer to sell them a spare lamp at a higher than normal price, which was cheaper than the ticket.
