I think what I love so much about Kefka is not so much what he did as a character (though his unconventional actions and mannerisms were a treat to behold) but more so what his character represented in the wider narrative scheme of FFVI as a video game and piece of entertainment media.

@northernnarwhal I enjoyed that he was undeniably nucking futs, but still not "lawl evil lookit me!" Genuinely got intimidating when someone as unbalanced as him got that kind of power.

@scribus I liked that his actions and character motivations where thematically consistent and helped to develop the themes of the game's narrative in turn. He's pretty much a manifestation of insatiable power lust to the point of megalomania, but he also showcases the destructive irony of self deification.
