      1. @redenchilada They make deals with local hotspot owners to pay them for usage of their hotspots - since the hotspot is still connected to the internet regardless of whether the skype user is being allowed through yet, it can call home to skype to ask whether that user has any credit before letting them through to the internet.

      2. @redenchilada Technically speaking, it's pretty sound. But I don't know of many (any?) places where the hotspots are part of that, so it probably falls down there.
