Conventional wisdom is you should only use Python2 to work on software that is already written in it and any new software should be written in Python3 (eventually all the Python2 software should be ported to Python3). As a completely random aside, new software should never be written in C++; it should only be used to work on software that is already written in C++ and would be too painful to port.
