@bobthecheesegal Going to someone's profile and giving them a tag will create a list with that tag. Afterward, you can add more people to that list in the same way, or by finding the Lists subheading along the right side of your profile page, finding the list, and clicking Edit. (This also lets you add a description to the list, or make it private, though you can't use private lists to send posts to people.)
